The provincial legislatures of Bengal and Punjab were to meet in two parts to decide on the partition of those provinces, and a referendum was to be held in the North-West Frontier Province and Sylhet. The princely states were to be free to join either dominion, and a Boundary Commission was to demarcate the frontier.
