Ammonia reacts with water only to a small extent, so an aqueous solution contains a low concentration of hydroxide ions and a large proportion of undissociated ammonia molecules. Sodium hydroxide is ionic and dissociates almost completely in water, giving a high concentration of hydroxide ions.
